when GPG Keychain is closed, an openPGP file is opened and forwarded to GPGServices, close GPG Keychain

When GPG Keychain cannot detect a key in the OpenPGP data, it will forward the OpenPGP data to GPGServices. That's good.
In case GPG Keychain was not open when OpenPGP data was opened, it should be closed right after forwarding to and opening GPGServices.
