add round badge with "?" and put that next to "public key upload" option during key creation dialogue

users are overwhelmed and confused already. most do neither know what a public key even lesser what a key server is or does. This should display next to the option to upload the public key. Once the user clicks the "?" icon, an info window bubble (dark bubble like a speech bubble, with white text) will appear. if the users clicks anywhere after that, the bubble disappears.

So let's add an info message explaining the pro and cons of this step.

We recommend uploading your public key to the key servers. It allows others to easily find your public key from the key servers and create encrypted messages to you. Also your friends will be able to verify your signed mails.

This feature is off by default because of two reasons: 1. Public keys cannot be deleted from key servers and 2. if your friends sign your public key and upload their signatures, a form of a social graph will be created.
