Change "Allow secret key export" text to something more meaningful

Everything #11372. When exporting a key, the checkbox to export
the secret key as well says
"Allow secret key export". That message doesn't really convey
what's happening and should be rephrased.
We should add a very simple backup or migrate process, to port
the keys to another machine,
but that's long term.
Short term we should fix this message.
