Mail has disabled the plug-in

After completely removing all GPG and installing from the latest GPGTools installer I get the following when I start Mail:
Mail has disabled the following plug-ins:
GPGMail
Contact the makers of these plug-ins for versions that are compatible with Mail 4.4 and Message 4.4.1.
I am running 10.6.7
