EnableBundles has to be enabled for each account separately in OS X 10.8.4

At the moment, EnableBundles is written to the multi user
com.apple.mail plist.
While this worked in the past, it doesn't always work on Mountain
Lion.
The installer should add this settings to each com.apple.mail plist
of each user.
