
Fix /usr/local permissions if necessary.

One user on Tender (where I assumed it was a case-sensitive
issue) had no permission to access /usr/local
which resulted in an installation error.
The installer should check /usr/local permissions and fix them
if necessary.
In this case, the permissions were 700 instead of 755.
