Don't replace existing comment option in gpg.conf

At the moment the GPGTools installer ignores an already set
comment option and replaces it with our GPGTools promoting
comment.
Our own comment should only be added if there's no existing comment
option.
Also it might make sense to add the information that GPGTools sets a specific comment option in the FAQ.

Mh, can you confirm this? Currently gpg.conf just gets another additional comment line. It doesn't replace an old one.
